According to my licensed electrician, the outlet height is not governed past code -- y'all want them loftier plenty then at that place's no wetness danger, but not so high they impede your backsplash design. I wanted mine lower down so that they're hidden past the various appliances I plug into them.
One good thing to know is that it's honestly not very difficult to motion an outlet box (depending on where the wall studs fall), so y'all will take some jerk room later if you absolutely have to suit your tile design. I was DIY and moved them a few inches here and there so that they fit perfectly into the subway tile of my splash.
